Senate panel fails to agree on budget

The Senate Budget Committee rejected on a tie vote a proposal that would have eliminated July's 10 percent cut in income taxes. Four proposals involving taxes offered by the leadership of both parties were rejected, leaving the committee deadlocked on how to raise money to run the government next year. Chairman Pete Domenici (R) of New Mexico, whose own proposal was among those turned aside, threatened to call the committee back next week to get final action on the budget. The committee has been working on the budget for more than a week.
