The Justice Department said it intends to sue to recover millions of dollars in cleanup costs from companies that dumped toxic wastes at California's Stringfellow Acid Pits. The site near Riverside has been at the center of charges the Reagan administration manipulated cleanup financing to influence last November's elections.
