Gromyko is named a deputy premier

Soviet Foreign Minister Andrei Gromyko was named first deputy prime minister, the official news agency Tass reported. The surprise move makes Mr. Gromyko the third such first deputy to Prime Minister Nikolai Tikhonov. The appointment is a further promotion for the man who has been foreign minister since 1957 and has come to symbolize Soviet foreign policy. But it is not likely that the move is a preparation to take over from Mr. Tikhonov.
