Coalition partners reach Bonn accord

The coalition government of Chancellor Helmut Kohl was left intact after six days of infighting among minority parties of his alliance. Final agreement among the coalition partners came surprisingly quickly. Hans-Dietrich Genscher, chairman of the small Free Democratic Party, appeared to have come out on top. He defeated attempts by right-wing leader Franz Josef Strauss to wrest control of the posts at the Foreign and Economics Ministries. But Mr. Strauss, who turned down a seat in the Cabinet, said he would continue to play a substantial role in national politics.
