Finnish vote inconclusive; conservative tide fizzles

An expected conservative tide in Finland's parliamentary elections failed to materialize. But Finnish conservatives - out of power for 17 years - refused to drop their demand to be included in a new coalition government. Only the ruling Social Democrats (with 5 more seats) and the small, maverick Finnish Rural Party (11 more seats) made significant gains. Lying ahead are difficult and probably lengthy talks to form a coalition.
