Shultz brings momentum to Israeli-Lebanese talks

Secretary of State George P. Shultz met separately with the foreign ministers of Israel and Lebanon over the weekend in a renewed diplomatic drive to negotiate withdrawal of Israeli and other foreign forces from Lebanon.

Mr. Shultz' meeting with Israel's Yitzhak Shamir and, less than 24 hours earlier, Lebanon's Elie Salem indicates the United States is pushing for a breakthrough on the stalemate over troop withdrawal. The administration says that issue must be resolved before there can be any movement in the larger Middle East negotiation process, sources say. There were no plans for a three-way meeting.
