Alaska's new Democratic governor, Bill Sheffield, hopes to reverse one of the pet populist policies of his Republican predecessor, Jay Hammond. Instead of distributing earnings from the state Permanent Fund (from oil revenues) to individual Alaskans each year, Mr. Sheffield wants to put $130 million this year into an ''Alaska Investment Fund,'' and divide the remainder between municipal assistance and a ''longevity bonus'' for elderly citizens.
