Tax-deferred saving for college?

President Reagan is considering asking Congress in his State of the Union message next week to allow parents to put off paying income taxes on money they put into special savings accounts for their children's college educations, it was reported Thursday.

Citing unidentified administration sources, the Washington Post said the special funds, tentatively called independent education accounts, would be like individual retirement accounts, under which workers can put off taxes on retirement money until the money is withdrawn.

The report said Mr. Reagan is also considering asking that local school districts be allowed to use their federal school aid for a voucher system in which poor families could spend their share of the money at accredited public or private schools of their choice.
