On the birthday of slain civil-rights leader Martin Luther King Jr., President Reagan urged Americans Jan. 15 to honor his memory by rededicating themselves to his goal of justice for all races. The President was promptly blasted by Harlem's black congressman, Charles Rangel (D), for ''rolling back civil rights efforts and deliberately alienating minority groups'' with his programs.
