Andropov says he's open to a summit with Reagan

Soviet leader Yuri Andropov said Thursday he was ready to hold a summit meeting with President Reagan if the proper preparations were made.

''In any case, we stand for improving Soviet-American relations and for implementing mutually beneficial treaties and agreements concluded between our countries, and we welcome everything that leads to this objective,'' Mr. Andropov said. His comments, which came on the Soviet state's 60th anniversary, were released by the official news agency Tass from an interview with Joseph Kingsbury-Smith, national editor of The Hearst Newspapers.
