Unions and employers continue to trade verbal pot shots over the National Labor Relations Board.

At issue: Donald J. Dotson's nomination to head the NLRB. The AFL-CIO plans to call for new congressional hearings next month on his nomination and plans to ask Congress to reject it because of Dotson's past connections with management. But the US Chamber of Commerce has just released a study of NLRB decisions over the past few years. The USCC claims the NLRB ''has demonstrated an anti-business bent'' - a ''distressing development that intensifies the significance of pending appointments to the agency.''

The AFL-CIO believes the more liberal Congress in 1983 will make it harder for Dotson to win confirmation.
