China's envoys to. . . Baltimore?

Chinese diplomats can now drive from Washington to Baltimore without requesting a travel permit from the US State Department. This is because China recently opened the Peking-Tianjin road to foreign diplomats and journalists without requiring prior authorization for specific trips.

China has also opened a total of 29 cities to travel by foreign visitors and residents. And so in the US, Chinese diplomats and journalists may also travel without prior authorization to such places as Boston, New York, Nashville, Indianapolis, Phoenix, and Las Vegas - a total of 29 spots in all. They may travel only by air or by rail, not by bus or car without special permission.
