UN official urges action in Caribbean for growth

Leaders of Caribbean nations were chided by a United Nations official Tuesday for too much talk and not enough action in getting their economies in order.

G. Arthur Brown, deputy administrator of the UN Development Program, warned a session of the sixth annual Miami Conference on the Caribbean that President Reagan's Caribbean Basin Initiative to make aid funds available was only a beginning. Bahamian Prime Minister Lynden O. Pindling said Monday night that President Reagan's plan, a trade and investment package before Congress, would be of little benefit to his country. Prime Minister Eugenia Charles of Dominica said the Caribbean, ''lame-duck session or not, expects Congress to deliver . . . if we are to retain and build on our respect for our neighbors.''
