Israel, whose invasion and occupation of Lebanon entered its seventh month Monday, blames Secretary of State George Shultz for leading American foreign policy astray in the Mideast and souring ties with the Jewish state, an official says.

The official, asking not to be identified, said President Reagan's Sept. 1 Mideast peace initiative - rejected by Israel - was prepared by Mr. Shultz.
