Israeli says Draper blamed Israel for killings

US envoy Morris Draper told Israel it bore direct responsibility for the Palestinian massacre in Beirut and should be ''ashamed,'' Israeli Foreign Ministry official Bruce Kashdan testified Sunday.

Mr. Kashdan told the inquiry commission that Draper's demand to stop the slaughter came Saturday morning, Sept. 18, several hours after the killing had stopped.
