Before leaving Singapore for the Thailand leg of his Asian-Pacific tour, Mr. Weinberger said the Soviet military presence in the Pacific ''is clearly increasing'' and urged increased defense spending by Washington's Asian allies.

Mr. Weinberger also made clear that Washington would continue to deny diplomatic recognition to Vietnam as long as its troops remained in Kampuchea, Western diplomats said.
