Reagan urges more time to ease unemployment

President Reagan, urging Americans to vote their hopes, not their fears, said he is clearing away economic havoc ''dumped in our laps'' by Democrats and asked for more time to solve the unemployment problem.

Mr. Reagan went to North Carolina, home of conservative Republican Sen. Jesse Helms and Helms's powerful $10 million Congressional Club, to promote Helms-backed congressional candidates at a rally, to conduct a fund-raiser expected to bring in $70,000, to meet with 11 Southern GOP chairmen, and to present singer Kate Smith the presidential Medal of Freedom.
