It was another wild and woolly week on Wall Street. Stock prices soared once again and the Dow Jones industrial average climbed to its highest level in 9 1/2 years, closing at 1,031.46 up 38.36 for the week. Investors piled on once more in expectation that the Federal Reserve Board would cut the discount rate to 9 percent from 9 1/2 percent. Blue chips and consumer stocks once more led the fray.
