Appeals court overrides Congress' used car veto

An appeals court declared unconstitutional the congressional veto of a government regulation intended to give more protection to buyers of used cars.

The appeals court in Washington ruled 8-0 that Congress exceeded its authority and violated the constitutional principle of separation of powers in vetoing the Federal Trade Commission regulation last May. The regulation would have required dealers to disclose more information to buyers by putting stickers on used cars explaining any known defects and warranty rights.
