Commenting on improved scores in the Scholastic Aptitude Test, Willard R. McGuire, president of the National Education Association, said, ''They will serve to answer some of the unfair criticism that has been laid on teachers for alleged declines in the instructional system.'' But, he cautioned, ''we must still be mindful that they do not embody all that must be known in order for a young person to be truly educated.''
