Controversial boss resigns at Veterans Administration

With his decision to quit as Veterans Administration chief, Robert Nimmo ended a term clouded by discontent among veterans and alleged misuse of taxpayers' money.

Mr. Nimmo cited ''compelling personal considerations'' as the reason for his resignation. Discontent during his term focused on his use of a chauffeur-driven car, redecorating his office, and charges he failed to answer veterans' concerns about the defoliant Agent Orange. President Reagan said he regretted Mr. Nimmo's resignation.
