New Chinese Army czar expected to revivify brass

China disclosed Tuesday that the People's Liberation Army has a new chief political commissar, General Yu Qiuli, who is expected to spearhead efforts to rejuvenate the army's elderly bureaucracy.

General Yu, an economic expert who has not held a major military post since 1958, replaced Gen. Wei Guoqing, who is widely regarded as holding views somewhat to the left of the dominant moderates in the Chinese leadership. The report did not say what had happened to General Wej.
