It is disturbing to be told that US intelligence agencies have not always performed well in Central America in recent years. A report made public by the House Intelligence Committee points to instances of inaccuracies, oversimplified statements, and failure to investigate fully.

If not corrected, says Rep. Charles Rose, this ''could lead to the intelligence community being manipulated by administration policy rather than policy being guided by properly evaluated intelligence.''
