And how about all those governors' mansions? . . .

Come November, voters in 36 states will cast a ballot for governor. Of those 36 seats, 20 are now held by Democrats. National Democratic party chief Charles Manatt says his party expects to hold ''virtually all ours'' and swipe at least five from the GOP. Democrats may have their best shot in the Midwest, where almost no incumbents are in the running. Jim Blanchard, Michigan's Democratic candidate for governor, is one of the Democrats' strongest hopes.

Says Manatt, ''If we don't elect this man, we're not going to elect anybody.''
