Oklahomans legalize betting on horses

The citizens of Oklahoma, which has the nation's third-largest horse population, turned out in unusually high numbers Tuesday and voted to legalize horse race gambling.

An election official said, ''I've never seen this much registration activity for a runoff before.'' Thirty-one states had previously legalized betting on horses.
