Arab ministers give US moral blame for massacre

Arab foreign ministers ended a five-hour emergency meeting Wednesday, accusing the United States of being morally responsible for last week's massacre of hundreds of Palestinian refugees in west Beirut.

They stopped short of endorsing Palestine Liberation Organization demands for political and economic sanctions against the Reagan administration, conference sources said.
