W. German regime rocked by one of its ministers

Chancellor Helmut Schmidt's tattered left-liberal coalition was hit hard by proposals from Otto Lambsdorff, West Germany's economics minister, for drastic welfare cuts.

A government spokesman said the proposal was not in agreement with government economic, financial, and social policy. The radical proposal also split Mr. Lambsdorff's own Free Democratic Party, which denounced the proposals as socially unjust and unacceptable. But conservative opposition Christian Democrats, sensing this latest row may hasten the Schmidt government's fall, hailed the Lambsdorff proposals.
