Prosecutor says Donovan case lacks evidence

A special prosecutor concluded Monday that there is insufficient credible evidence to warrant prosecuting Labor Secretary Raymond Donovan on charges of corruption and links to organized crime figures.

Special prosecutor Leon Silverman made the statement in a final report on his second investigation into allegations concerning Donovan. Among allegations in the second probe were charges that Donovan, while an official of the Schiavone construction firm in New Jersey, associated with Teamsters Union members who had underworld connections and with organized-crime figures.
