10 ministries changed in Indian Cabinet shift

Indian Prime Minister Indira Gandhi announced a broad shift in her Cabinet Thursday, switching her information minister but leaving untouched the key portfolios of foreign affairs, defense, and finance.

The new information minister is N. K. P. Salve, a veteran politician and taxation expert. The Information Ministry is a sensitive post now, with mounting opposition to a controversial press bill in the eastern state of Bihar. A 24 -hour national journalist strike was expected for today (Sept. 3) to protest the bill, which makes it an offense to write anything deemed ''scurrilous.'' Ten ministries were affected by the shuffle, Mrs. Gandhi's second major change of portfolios since her return to power in 1980.
