N.Y. congressman pleads guilty to tax evasion, quits

In a plea bargain, millionaire Congressman Frederick Richmond, saying he was ''irresponsible, . . . foolish, and wrong,'' pleaded guilty to tax evasion and misdemeanor drug charges in US District Court Wednesday - and resigned from the House of Representatives.

Richmond faces up to seven years in jail and a fine of $20,000.
