One sidelight of US civil defense planning has been getting attention on Capitol Hill. The question: Does it make sense to plan for mail delivery if evacuation for nuclear war takes place? Nuclear freeze proponents think such planning is silly . . . and dangerous. But a 16-chapter manual published in December outlines a post-attack postal tack. Among other things, the manual ''addresses'' change of address forms for displaced persons and the need to call up retired mail carriers. But don't fret, packages would be screened for radioactivity.
