It's a booming welcome - so to speak - for Indira Gandhi.

In fact, you could call it the 200-gun salute with a 2,000-job recoil. Since India's war with Pakistan in 1965, the US has been downright tight when it comes to weapons sales to India. But Rep. Bill Goodling (R) of Pennsylvania has herded a bill through the House that allows a firm to sell India 200 artillery pieces. Current law bars such a sale. The tab for the guns would come to $1 billion. The Senate hasn't acted on the bill yet.

But the sale's important to Goodling - the company's in his district.
