Oxfam dismisses report on Salvadoran land reform

Oxfam-America, a rural-development organization, dismissed Reagan administration assertions that El Salvador is making progress in land reform and declared the reform process dead.

A report the organization issued said opponents of the so-called Land-to-the-Tiller program are now the dominant force in the government and have ''succeeded in undoing the single most important phase'' of the agrarian reform effort. Under Phase 3 of the program, renters and sharecroppers are allowed to claim title to up to 17 acres of the land they have been working.
