UN disarmament session ends in disagreement

The United Nations special session on disarmament that started with a burst of popular antiwar sentiment adjourned Saturday after failing to agree on a comprehensive program of concrete steps to to halt the arms race.

The 157-nation assembly unanimously adopted a report that did little more than record that things had grown worse since its first special session on disarmament in 1978. The Soviet Union blamed Washington and its NATO allies, while the United States blamed Moscow. Some members found fault with both major powers.
