Cable News Network owner Ted Turner says he has partial backing to buy control of one of the nation's major television networks, which he said he would use to improve the quality of programming.

He said several US senators have encouraged him to buy a network and promised to help him. He wants to make his $1 billion purchase within 18 months. Mr. Turner said banks have offered him a $750 million line of credit to buy a network.
