Washington is abuzz with news of yet another species of bug flitting about Capitol Hill - the ''honeybees.''

This new member of the genus politicus debatius budgetae consists of conservative Republicans who vow to sweeten the budget pot by collecting more taxes and introducing a flat tax rate to discourage tax cheaters. The ''honeybees'' join a growing menagerie: ''boll weevils'' (conservative Democrats who side with President Reagan's economic policy); ''gypsy moths'' (GOP moderates concerned about cuts on social service programs); and ''yellow jackets'' (conservative Republicans who want deeper budget cuts).

Says head bee Rep. George Hansen (R) of Idaho, ''I guess everybody has to be an insect around here to function.
