Poland sends no workers to world labor meeting

Poland sent only a government delegation to the annual conference of the International Labor Organization, averting a public protest against any worker delegation not headed by interned Solidarity leader Lech Walesa. Deputy Labor Minister Krzysztof Gorski, who led the team, said the delegation was reduced because of the ''special situations'' in Poland.

Several Western delegations said they would contest the credentials of any worker team not headed by Mr. Walesa. Mr. Gorski held open the possibility of a Polish walkout from the parley if public criticism of Poland became too tough.
