OPEC President Mana Said al-Oteiba told the opening session of a biannual conference of the Organization of Petroleum Exporting Countries the depressed oil market could recover within weeks, and the organization could then do away with output ceilings introduced two months ago to defend the cartel's reference price of $34 a barrel.
