Union leaders in the AFL-CIO are calling for a new US labor secretary.

The latest call comes from Glenn Watts, president of the 650,000-member Communications Workers of America. Major AFL-CIO union leaders say Labor Secretray Raymond Donovan should be replaced with someone better qualified to serve as a liaison between President Reagan and organized labor. Donovan, formerly a principal owner of a major New Jersey construction firm, is under investigation on allegations that link him with mob figures. Many construction union officials, however, consider Donovan a ''victim'' of unfounded charges

Watts's call followed the disclosure that a Senate investigator received a telephoned death threat warning him to quit an inquiry into Donovan's business dealings.
