Some Texas businesses are finding it hard to rebuild after a series of Immigration and Naturalization Service (INS) raids. Special INS teams first hit Houston and Dallas companies, then swooped in on rural construction sites. The result: more than 2,000 suspected illegal alien workers netted here in Texas as part of a national effort that rounded up more than 5,400 suspected illegal aliens.

Texas employers are complaining. They can't find enough workers to fill the emptied slots. Pay levels, it seems, are too low to attract anyone other than newcomers fresh from Latin America.
