US energy quest eclipsed, 'Sun Day' speaker says

''One of the most amazing things in the past year and a half is the disappearance of the energy issue from the scene,'' said Sen. Gary Hart (D) of Colorado, speaking at ''Sun Day'' activities in the capital. He charged that the Reagan administration has reversed ''eight years of a policy of energy independence.''
