Correction

An article from Bonn on Page 4 of the Monitor's March 18 editions referred to the Bundestag as the ''upper house'' and the Bundesrat as the ''federal assembly.'' The Bundestag is in fact the lower house and the Bundesrat the upper house. The Monitor regrets the mistake, which occurred during the editing process.
