California's Gov. Jerry Brown has officially started running for the Democratic nomination for the United States Senate. Whatever the political results from his various pluses and minuses, his campaign could do something for the country if it sticks to one of its opening issues: high-technology education. Hardly a ringing phrase for the hustings. But Mr. Brown sees it as the wave of the future, and he is right in the sense that Americans need to be prepared for the high-tech jobs that are likely to increase while more traditional ones fade.
