Reagan to stall or time on budget debate

President Reagan, currently lacking the congressional support needed to pass his controversial 1983 budget, plans to drag out the budget debate until fall, the New York Times reported.

The plan to stall for time, in hopes of an economic upswing later in the year , is a switch in tactics from 1981, when the administration quickly pushed its 1982 budget through Congress.
