Reagan touts '83 budget in swing though Midwest

President Reagan stumped the Midwest for his domestic policies Tuesday, addressing state legislatures in Iowa and Indiana in his first venture outside Washington since unveiling a $757.6 billion budget proposal.

The President, his tone increasingly combative, defended his 1983 budget--a plan that includes a $33.1 billion increase in defense spending and sharp cuts in social programs.

Outside the statehouse, busloads of demonstrators -- farmers, union members, and social activists -- braved a 25-below wind chill to protest the budget cuts.
