Cost of oil decontrol: $2,667 per household

Lifting federal price controls on oil has cost the average American household Economic Committee study. The poor have lost 8.9 percent of their income compared to 4.2 percent for the average household, the study said.

But the committee's ranking Republican, Rep. Clarence J. Brown of Ohio, said the staff study was flawed. He said that under oil decontrol, prices have been coming down. ''How can that be bad for the poor?'' he asked.
