It wasn't a ''bomb,'' but many professionals at the agency that produced the ''Let Poland be Poland'' television spectacular seemed less than happy with it.

Although in sympathy with the Polish trade union movement, several journalists at the US International Communications Agency (ICA) complained privately that the $500,000, 90-minute TV program, designed primarily for overseas use, was tendentious and gimmicky. One ICA journalist summed up the attitude of a number of his colleagues: ''There were good points to the show and bad points. It wasn't as bad as we'd expected. But there's a lot of negative feeling here about it.''

At the ICA, whose director, Charles Z. Wick, is a former entertainment executive, last weekend's program was widely referred to as the ''Light a Wick for Poland" shows.
