court says LSD victim waited too long to sue

A man who claimed his life was ruined because he was given LSD in a 1957 Army chemical warfare experiment is not entitled to $3.9 million in damages, ruled a federal judge Monday in a precedent-setting case.

The judge said Calvin Sweet of Pierre waited too long to file his claim and besides, previous rulings have held the government is not liable for servicemen's injuries in the line of duty.
