Grain bought by Soviets slowed by port delays

The Soviet Union, which is importing record quantities of grain to meet domestic shortages, is suffering major unloading delays at one of its busiest ports because of a lack of equipment, a Soviet newspaper -reported yesterday.

The article said 23 grain ships were waiting to be unloaded at the Baltic city of Kaliningrad, one of the few ports not frozen in winter.

The newspaper did not say how many tons of grain were involved but said the delays had cost $450,000.
