Labor secretary subject of new FBI investigation

The FBI has opened a new investigation of Labor Secretary Raymond J. Donovan, focusing on his business dealings as a construction company executive in New Jersey, the Washington Post reports.

One source says the inquiry is ''in the area of kickbacks.'' The investigation is said to be geared toward deciding if a special prosecutor should be appointed. A Justice Department spokesman declined comment.

Mr. Donovan was investigated before his Senate confirmation after reports that his construction firm had links with organized crime. The charges were not corroborated.
